Symptom

You will see this error:

• Simulation error: Array index is out of range.

In the log file, you'll see the following below the error:

• at BuildingAI.EnsureCitizenUnits ...

Cause

• Cause is currently unknown.

If highway traffic is not spawning, it could potentially be "Cargo Info" mod.
